Is an equipment transfer form legally mandatory?

Not always mandatory, but always necessary in practice. Without it there is no legal record of who received which property, when, and in what condition. Especially critical for valuable equipment and upon employee dismissal.

Can a contractor sign the form instead of a permanent employee?
